あげくのてに is the fixed emphatic. The main clause must be an outcome,
never a plan or a request — ×まよったあげく、おう.

  • すえに is neutral about how it turns out and routinely reports a good result (交渉こうしょうの末に合意ごういした), while あげく requires the outcome to be unwelcome — まよったあげく、いいせきれた reads as sarcasm, not a report.
