Examples
doesn't amount to; that doesn't mean — a stated act or fact is denied the credit or conclusion someone wants to draw from it

Variant notes
- ことにならない — は drops without a register shift, just less contrastive emphasis — but risks shading into ことになる's "it works out that" reading, so は is the safer default — 早く終わらせたからといって、いいことにならない。
Notes
くらいで/だけで — since the point is refusing a conclusion someone else
already drew.
Related patterns
Similar
わけではない denies an inference by pushing back on it as a claim about the CURRENT state of affairs (毎日勉強しているが、成績が上がるわけではない); ことにはならない denies that a stated ACT or fact is sufficient to COUNT AS or JUSTIFY something else (謝ったからといって、許されることにはならない) — one blocks an inference, the other blocks credit being claimed.
Lookalikes
Both are こと+に+なる, but ことになる reports a decision or consequence taking effect (異動することになった, "it's been decided"); ことにはならない denies that one already-true fact adds up to another claimed conclusion — the surface overlap hides that one asserts an outcome and the other refuses one.
