Notes

The と marks the clause as a deliberately posed hypothesis, not the
automatic-consequence と of すと — としても always concedes something
the speaker set up for argument's sake, never a lawlike trigger.

  • One kana apart (に/と) and routinely misread as free variants — としても grants a single hypothetical case ("if it were so", お金[かね]があったとしても), while にしても enumerates real cases side by side (子供[こども]にしても大人[おとな]にしても) — swapping one for the other in a list of real alternatives vs. a lone granted hypothetical reads oddly even though both gloss "even if/granting".
