- 以上 — は is the default written/legal shape, foregrounding the premise as a given; bare 以上 is lighter at any register, not specifically casual — 約束した以上、必ず守る。

以上は is the more written, reasoned member and tolerates an impersonal or purely stative premise (供給が回復しない以上は…); からには is more spoken and more emotionally loaded, and strains on that same stative premise — it wants the premise to be someone's choice or assumed role (住んでいるからには, 引き受けたからには), which 以上は accepts too but does not require.
以上は sits comfortably in ordinary firm speech and print alike; 上は is confined to formal writing and declaimed speech — a ruling, a formal announcement, a vow — and reading it in casual conversation sounds staged where 以上は does not.
