- くらい — the spoken swap — 彼くらい親切な人はいない; ほど is the one that carries into writing and into a fixed claim.
- ぐらい — the voiced spelling of the same swap, and the commoner one in speech — 母ぐらい料理の上手な人はいない.

ほど〜ない caps ONE named thing under a benchmark (今年は去年ほど暑くない); here the negated predicate is an existence over a whole class (〜人はいない), so the field is emptied and the benchmark comes out on top.
いちばん ranks a member inside a set the sentence names (クラスでいちばん速い); 〜ほど…はない names no set at all and denies the field, so it reads as the speaker's own conviction rather than a placing.
Lookalikes
The same くらい measures an approximation or an extent in a positive sentence (五分くらい, 泣くくらい嬉しい); under a negated existence it stops measuring anything and crowns the benchmark instead.
