plain clause + にもかかわらずattaches to plain clause{N}にもかかわらずattaches to noun

(悪天候にもかかわらず). The second clause must defeat the first —
にもかかわらず cannot merely add a further fact.
Related patterns
Similar
のに charges the reversal with the speaker's own grievance or surprise and can trail off as a complaint (…のに。); にもかかわらず is written-formal and affectless, reports the reversal from outside, and instead does what のに cannot — stand at the head of a fresh sentence as a bare connective (…。にもかかわらず、…).
ものの must wedge between two clauses of one sentence and needs a predicate in front of it; にもかかわらず takes a bare noun with no copula at all (悪天候にもかかわらず) and opens sentences on its own, so it covers two positions ものの cannot reach.
Lookalikes
One も apart and not interchangeable — にかかわらず takes a still-open VARIABLE and says its value changes nothing, while にもかかわらず takes an ESTABLISHED fact and says the expected consequence failed to follow; the test is the SHAPE in front, not the tense — にかかわらず needs a dimension noun, a paired Vる/Vない, or かどうか, so a single asserted clause of any tense must take も (×努力したにかかわらず/○努力したにもかかわらず).
