にかかわらず is an impersonal claim that a variable does not move an outcome and needs no agent at all (天候にかかわらず開催する); もかまわず requires a human who noticed the obstacle and went on anyway, which is why it always carries the speaker's verdict on that person and にかかわらず carries none.
Both mark a cost brushed aside, and they name opposite halves of it — てまで names the extreme ACT undertaken (借金してまで買う), もかまわず the OBSTACLE ignored (人目もかまわず泣く); てまで is reliably disapproving, while もかまわず only demands a verdict and can just as well admire (危険もかまわず飛び込んだ).
Lookalikes
Both negate 構う, and the person doing the not-minding is a different one — ても構わない is the SPEAKER granting permission over someone else's act ("I don't mind if you do"), while もかまわず reports a third party disregarding something; ても構わない never narrates behaviour and もかまわず never grants anything.
Same 名詞+助詞+ず shape and both gloss "regardless of", but を問わず is institutional and agentless — a rule waiving a criterion (年齢を問わず) — while もかまわず needs a human who KNEW they should mind and pressed on regardless (人目もかまわず), and always carries the speaker's verdict on them.
