さえ picks its item as an ARGUMENT — if even this one holds, the rest follow — and is at home in front of a negative (時間さえない); まで draws no such inference and only reports one more member of what did happen, so the "even X doesn't…" job is さえ's, not its.
てまで is this same scalar まで standing on a て-form, and the shift to an action brings a verdict with it — the cost is judged excessive (借金してまで買う); the noun まで judges nothing, it only registers that the speaker did not see this one coming.
〜だけでなく names both members explicitly and stays even-handed about them; まで names only the second one and marks it as the surprising end of the run, which is why the two so often appear together (電車だけでなくバスまで).
