予定だ
予定よていだ says what is scheduled, and a schedule can slip or be cancelled without anyone being at fault; ことになっている says what has been settled, so departing from it means going against an arrangement — 三時さんじから始はじまる予定よていです concedes it may run late, 始はじまることになっています treats the time as binding.
