Near-identical "not only X, Y too" frames, but だけでなく is the register-neutral default in both speech and writing while ばかりでなく skews written/formal and sounds stiff dropped into casual chat.

ばかり
Shares the substring ばかり but pulls the opposite way — ばかりでなく is additive ("not just X, Y too"), while bare ばかり restricts to lopsided repetition ("nothing but X"); お菓子ばかりでなく野菜も食べて asks for more variety, お菓子ばかり食べている scolds the lack of it.
